Canadian Environmental Assessment Act Five Year Review Provincial and Territorial Input

This document was agreed to by all provinces and territories except Quebec. It makes 18 recommendations to improve the federal Canadian Environmental Assessment Act. This Provincial and Territorial Input was submitted to the federal government as part of the five-year review of the Act. A series of .pdf files are accessible below for the different portions of the report. (Note: Document appendix at this website includes case studies only from Alberta. Case studies from other provinces/territories are available through those jurisdictions.)

Clean Energy Mission – Eastern United States Final Report

The Honourable Rob Renner, Minister of Environment, led a mission to the Eastern United States from June 14 - 17, 2010. This mission focused on key jurisdictions involved in the exploration of a potential low carbon fuel standard for the Eastern United States. This initial engagement included meetings with various government and non-government groups in Massachusetts, New Jersey and Pennsylvania.

Comparison of Alberta's Environmental Standards to Those of Other North American Jurisdictions

This document presents a comparison of environmental standards among North American jurisdictions for the protection of air, land and water. While cross-jurisdictional comparisons are often difficult because of methodology differences, this document shows that where comparisons can be easily made it is clear that Alberta's standards are among the toughest in North America. (Where Alberta does not have its , or own environmental standards is currently in the process of developing them, Canadian or U.S. standards are often used as interim guidelines.)

Compliance Assessment and Enforcement Activities: Annual Report April 1, 1999 to March 31, 2000

This report focuses on compliance assessment and enforcement activities related to Alberta Environment legislation, as well as other provincial and federal legislation which Alberta Environment staff were responsible for during the 1999/2000 fiscal year (April 1, 1999, to March 31, 2000). Compliance Assessment and Enforcement Initiatives Annual Report: April 1, 2001-March 31, 2002

Alberta Environment is committed to measuring and reporting on the effectiveness of its Compliance Assurance programs and activities. This report represents the Compliance Assessment and Enforcement activities of Alberta Environment for the 2001-2002 fiscal year. A total of 2,856 Proactive Compliance Assessments were carried out by department staff, including 2,662 unannounced site or field inspections and 194 unannounced audits to verify that methods and procedures meet Alberta Environment’s quality control and quality assurance standards. The Proactive Compliance Initiatives undertaken by Alberta Environment identified a uniformly high rate of compliance across all regulatory areas administered by the department. In total, 64 charges were laid for offences under the legislation administered by Alberta Environment during 2001-2002. Charges that were concluded during this period resulted in total fines exceeding $545,000. The department assessed an additional $180,500 for 35 Administrative Penalties for less serious regulatory offences. The department also issued 16 Orders and 115 Written Warnings to compel parties to meet regulatory standards. The information included in this report reflects the new mandate of Alberta Environment in its administration of the Environmental Protection and Enhancement Act and the Water Act, and the total number of compliance activities reflects this new focus.

Compliance Assurance Annual Report April 1, 2005 - March 31, 2006

The Government of Alberta is committed to a vision of a vibrant and prosperous province where Albertans enjoy a superior quality of life and are confident about the future for themselves and their children. Safe and adequate supplies of water, clean air and land, together with healthy, vibrant communities are the foundations of a high quality of life. All Albertans share responsibility for stewardship of the environment. As part of its mandate, Alberta Environment is responsible for working with Albertans to assure that environmental quality is maintained. An effective and efficient regulatory framework, or set of “rules”, is a fundamental component in achieving this goal. The Compliance Assurance programs of the department are based on a balanced approach using three main components: Education, Prevention and Enforcement. Alberta Environment is committed to measuring and reporting on the effectiveness of compliance assurance programs and activities. This report presents the compliance and enforcement activities for the 2005-2006 fiscal year.
